Gathoni Wamuchomba Recalls Summon by Uhuru over NYS Billions
Gathoni Wamuchomba, a representative for the Githunguri constituency, recalled how former President Uhuru Kenyatta summoned her after Parliament rejected funding for the National Youth Service (NYS).
Speaking to Spice FM on Thursday, April 27, the former radio host praised the 12 Parliament members who rejected the proposal to fund the NYS after scandals involving millions of shillings rocked the government project.
“There is one action of the 12th Parliament that I will never forget. Remember the cons in New York? We ceased the allocation after realizing that we were pouring money into a hole from which others were harvesting.
“I recall the President of the time compelling us to… He summoned me and asked, (and I quote), “Why are you denying my New York State (money)?”
She stated, “I said, ‘It is not yours, Your Excellency; it belongs to the people, and we cannot continue pouring money into a hole where we do not know who is harvesting it.'”

In addition, she mentioned that the budget cut was supported by all members of parliament, with both the majority and minority agreeing to deny funding to the scandal-ridden project.
In addition, she urged the public to give credit where credit is due. Particularly when legislators stop the wanton looting of public resources.
She stated that President William Ruto had encouraged members of parliament to oversee the development and implementation of national government projects.
In the same interview, she weighed in on the national revenue-sharing debate. Stating that counties with large populations face high rates of urban poverty. And therefore require more funding than large counties with a small population.
NYS was Uhuru’s pet project. With the former President reviving the initiative, which had waned during the administration of the late President Daniel Moi.
Anne Waiguru, the former Cabinet Secretary of Devolution and Planning, resigned on November 22, 2015, due to the NYS scandal.
In June of 2018, legislators slashed the annual NYS budget by a staggering Ksh8 billion. This was a result of the financial misdeeds that had occurred at the state agency.
The scandal led to the arrests of several individuals, including four members of the renowned Ngirita family.
