    President Ruto Promotes Alternative Dispute Resolution for Minor Offences

    Due to prison overcrowding, President William Ruto on Monday called for the implementation of alternative dispute resolution measures to imprisonment for minor offenses.

    Ruto, addressing the pass-out parade of cadets at the Prisons Service Training College in Ruiru, Kiambu County, stated that more than 10,000 inmates are serving sentences of less than three years.

    “These individuals do not require incarceration. “Justice value chain stakeholders must implement alternative dispute resolution and consider alternatives to incarceration for relatively minor offenses,” stated the president.

    According to him, 41% of the incarcerated population is awaiting trial for bailable offenses.

    “I urge the Judiciary to take the lead in this matter and the Attorney General to initiate the necessary engagements in this regard,” the letter reads.

    The head of state emphasized the need for a shift from punishment and retribution. To rehabilitation and correction in the model of correctional services.

    He said this has opened up key opportunities in his government’s development agenda. By addressing prison overcrowding, freeing up land in urban centers for essential public services, and providing more space for prisons and training facilities.

    “The Interior and Public Works cabinet secretaries have been tasked with developing a prisons masterplan. It will be used to identify and develop new prison sites. In the spirit of rehabilitation and reform, this will provide ample opportunities. To impart necessary skills, training, and education through correctional services, he said.

    On Monday, 222 cadet officers, 84 of whom are female, and 27 serving officers graduated.
