    Inside Ruto-Raila’s Demands to MPs

Kenya is witnessing the return of a grand coalition politics after President William Ruto and ODM leader Raila Odinga convinced their MPs to back key legislative proposals that will define Ruto’s government agenda.

In a joint statement signed by Senate Majority Leader Aaron Cheruiyot, National Assembly Majority Leader Kimani Ichung’wah, Senate Minority Leader Stewart Madzayo, and National Assembly Minority Leader Junet Mohamed, the Kenya Kwanza Alliance and ODM committed to working together in Parliament and county assemblies.

The two camps stressed that their partnership was open to other political parties that share a common vision for the country.

At the heart of the agreement is the 10-point plan outlined in the Memorandum of Understanding (MoU) signed by Ruto and Raila in March 2025. The agenda focuses on boosting the economy, creating jobs, improving healthcare and education, upgrading infrastructure, supporting agriculture, promoting good governance, and empowering women and youth.

Both sides also pledged to promote reconciliation, dialogue, and inclusion as a way of strengthening national unity. Another resolution was to back mechanisms for compensating victims of political unrest.

The leaders endorsed the newly formed Presidential Coordinating Committee, saying it would play a key role in promoting justice and national healing. They also recognized Parliament’s role as the people’s institution, promising to operate with transparency, accountability, and a focus on service delivery.

“Inspired by the patriotism of President William Ruto and Right Hon. Raila Odinga, the Kenya Kwanza and ODM teams will work together to keep the country united and progressive through dialogue and consultations,” the statement read.

The two sides also agreed to provide full legislative support for issues outlined in the MoU and the NADCO Report.

Corruption featured strongly in the talks, with both parties vowing to join forces in fighting graft across all arms of government. President Ruto warned that MPs and senators caught taking bribes would face firm action.

To strengthen the partnership, the joint parliamentary group revealed plans for a retreat in 2025 aimed at building cohesion and aligning their operations.
