CS Storms Office in Surprise Visit, Catches Staff Off-Guard

Public Service Cabinet Secretary Geoffrey Ruku on Monday, August 18, stunned several employees in Embu County after making an unannounced visit to their offices.

Ruku, who has recently become known for surprise inspections, toured the Eastern Regional Headquarters and later stopped at the Huduma Centre to assess service delivery and infrastructure.

During his morning visit, the CS interacted with staff and closely inspected different departments. However, the inspection quickly turned stern when he noticed some employees reporting late to work. Ruku locked the latecomers out of their offices before gathering them for a brief lecture on discipline and punctuality.

Despite the heavy rains in Embu and other parts of the country, the CS was firm, warning public servants that excuses would no longer be tolerated. He addressed workers in the parking lot, emphasizing the need for accountability and warning that his spot checks would continue nationwide.

โ€œI have been to Nyeri, Mombasa, and Nakuru, and I will keep visiting government offices across the Republic of Kenya,โ€ Ruku said. โ€œThe private sector is working hard for this economy, but some public servants are not pulling their weight.โ€

While praising services offered at Huduma Centre, the CS singled out the Ministry of Education offices in Embu County for laxity, urging staff to step up their performance. He reminded workers to follow the Public Service Human Resource Procedures and Manual of 2016, which sets clear expectations on professionalism, work ethics, and productivity.

Ruku further revealed that the government is finalizing a new digital system to monitor civil servantsโ€™ productivity in real time. The app, expected to launch by the end of October, will be mandatory for all government workers. He warned that employees who repeatedly fail to report to duty on time risk being classified as ghost workers.
