    In a shocking revelation, former Public Service Cabinet Secretary, Justin Muturi, has accused President William Ruto’s administration of attempting to finalize a questionable Sh129 billion ($1 billion) deal with Russian investors. Muturi made these claims during an explosive exposé on NTV, shedding light on the alleged behind-the-scenes corruption within Ruto’s government.

    The Controversial Deal with Russian Investors

    Muturi, without directly implicating Ruto’s economic advisor, Adan Mohamed, or industrial magnate Narendra Raval of Devki Group, pointed out that it was through Mohamed that he became aware of the Adani Airport saga. He claimed that this was where he first encountered discussions related to the controversial deal.

    According to Muturi, Ruto’s personal involvement in the deal was evident. He mentioned that during COP28 in Dubai in 2023, Mohamed provided him with critical information that linked back to the Adani deal. Muturi stated, “I know Ruto is clearly behind it. His economic advisor invited me to attend COP28, where I received significant information related to the Adani deal.”

    The deal, allegedly connected to a $1 billion investment by Russian oligarchs, was supposedly aimed at funding the planting of 3 billion trees as part of Kenya’s environmental goals. However, Muturi claimed the deal had suspicious undertones, particularly around how the funds were being funneled through channels that could bypass Kenya’s National Treasury, which was against the country’s financial regulations.

    Alleged Corruption and Control in the Cabinet

    In his criticism, Muturi went beyond the deal itself to accuse President Ruto of being an irredeemably corrupt leader. “When I watch William Ruto sometimes talking to members of the Cabinet and saying, ‘I do not want to see corruption in my government,’ I start wondering, ‘Who is this talking?’ He is absolutely, irredeemably corrupt,” Muturi remarked.

    The former CS also painted a disturbing picture of Ruto’s leadership style within the Cabinet. He claimed that the president rules with an iron fist, creating an atmosphere of fear among Cabinet members. Many ministers, according to Muturi, are too intimidated to speak freely, even avoiding communication with him due to the fear of reprisals.

    Muturi revealed that some Cabinet Secretaries (CSs) have even asked him to use intermediaries to communicate with them, which he said reflected the deep control Ruto exerts over his ministers. He compared Ruto’s methods to the authoritarian tactics used by the late President Daniel Moi, describing him as a man of two personalities — one presented to the public and another in private, where decisions are made behind closed doors.

    Fear and Lack of Open Dialogue in the Cabinet

    Muturi further accused Ruto of stifling open dialogue within Cabinet meetings, where ministers are forced to read his body language instead of speaking their minds. He emphasized that discussions in these meetings have become increasingly difficult, as ministers are pressured to align with the president’s stance on every issue.

    “Ruto has instilled such fear in his entire Cabinet that people don’t want to speak,” Muturi stated. He also pointed out that ministers have found refuge in attending committee meetings chaired by Deputy President Kithure Kindiki, where they feel they have more freedom to express their opinions.
