Ruto Reveals Phone Call That Forced Sakaja to Apologise for Dumping Garbage at KPLC
President William Ruto has praised Nairobi Governor Johnson Sakaja for how he managed the dispute between the Nairobi County Government and Kenya Power after their phone conversation regarding the issue.
Speaking at a church service in Roysambu on Sunday, Ruto called Sakaja a brave and strong leader for having the humility to apologise after garbage was dumped outside Stima Plaza in retaliation. The President revealed that he had called both sides, including Governor Sakaja, instructing them to resolve the issue immediately. He acknowledged that Sakaja acted promptly to his request.
“I want to appreciate Governor Sakaja. They made a mistake recently. I called the Governor and other involved parties, asking them to stop the conflict. I am grateful that the Governor apologised because it takes a courageous and strong leader to admit when they are wrong,” Ruto said.
He further congratulated Sakaja for his apology and encouraged everyone to move forward together in building a better city and nation.
Additionally, Ruto expressed his support for Sakajaโs efforts to clean up Nairobi and improve its status as Kenyaโs representative city in terms of development. To make this happen, he promised to work closely with leaders at all levels, including Members of County Assembly (MCAs) and the Governor.

On Wednesday, February 26, Governor Sakaja apologised to Kenya Power regarding the garbage dumped outside Stima Plaza, calling it an unfortunate incident. He assured the public that the issue would be handled internally, noting that the waste was removed within half an hour.
This apology brought an end to a three-day dispute between the two institutions over unpaid bills. Reports indicate that Kenya Power had disconnected electricity in several Nairobi County offices due to an outstanding bill of Ksh3 billion. In response, county officials dumped garbage at Kenya Powerโs headquarters, opened sewage pipes in the area, and clamped several Kenya Power vehicles due to Ksh4.9 billion in unpaid bills.
Governor Sakaja explained that there had been ongoing disputes over payments, which were previously resolved in different ways. He pointed out that just as Kenya Power cuts electricity when bills are unpaid, the county government also has legal measures it can take. These include withholding county services and clamping buildings that have outstanding payments.
The matter was finally settled on Wednesday following a successful negotiation meeting attended by Energy Cabinet Secretary Opiyo Wandayi and Head of Public Service Felix Koskei.
