The National Assembly’s Majority Leader, Kimani Ichung’wah, has dismissed Public Service Cabinet Secretary Justin Muturi’s claims that the National Intelligence Service (NIS) kidnapped his son, Leslie Muturi. Ichung’wah believes the accusations are politically driven.
According to Ichung’wah, Muturi has personal issues with President William Ruto, which could be influencing his claims. “I can tell you with certainty that he has reasons to make false accusations,” Ichung’wah said during an interview on Al Jazeera’s Head to Head.
When the interviewer pointed out that Muturi is close to President Ruto and is an important member of the Cabinet, Ichung’wah insisted that the matter was being politicized. “He is using a very unfortunate incident for political reasons,” he responded.
Ichung’wah made these remarks during an interview recorded last month in front of a live audience at London’s Conway Hall. He also suggested that Muturi might soon be removed from office. “Justin Muturi knows that his time in government is almost over,” he stated, emphasizing that the CS is aware of his uncertain future.
This dispute reveals growing divisions within President Ruto’s political circle. Some of his allies have been in conflict, particularly after the removal of former Deputy President Rigathi Gachagua.

Muturi first accused the NIS of kidnapping his son on January 14, claiming that Leslie was taken during anti-government protests in June 2024. He later recorded a statement at Kilimani Police Station, where he explained how the abduction happened and how President Ruto eventually helped secure his son’s release.
Muturi described the events of June 22, 2024, when armed men wearing masks abducted Leslie in Nairobi. He said he tried to contact top security officials, including the Inspector General of Police and the Director of Criminal Investigations, but got no help. Desperate, he decided to reach out to President Ruto himself.
“At around 3:00 a.m., I sent a WhatsApp message to the President, informing him that my son had been abducted,” Muturi stated.
He added that Ruto responded with a joke, asking why anyone would arrest a young person for taking part in the Gen Z protests. Shortly after, Leslie called Muturi to say he had been released and was back home.
During the interview, Ichung’wah also dismissed reports that police were involved in enforced disappearances of protesters. He called such claims a “conspiracy” and denied that the government had any role in them. “I do not believe that the state is responsible for any forced disappearances in Kenya,” he said.
