Sifuna Tears into Wandayi: You Have Failed As A CS
Nairobi Senator Edwin Sifuna has criticized Energy Cabinet Secretary Opiyo Wandayi for failing to address the conflict between the Nairobi County government and Kenya Power.
On Wednesday, February 26, Sifuna stated that Wandayi was not doing his job properly and was instead focusing on the 2027 elections. He accused him of ignoring important issues affecting Nairobi residents.
“The national and county governments should work together peacefully. A cabinet secretary should step in when there is a problem in his ministry. Instead, you are only talking about 2027 politics. You have failed in your role,” Sifuna said.
His remarks came just a day after he criticized the national government for not meeting its financial obligations to county governments.
Speaking about the dispute between Nairobi County and Kenya Power on Tuesday, February 25, Sifuna revealed that Wandayi had earlier assured him that the ministry would handle the payment of streetlight bills. However, according to Sifuna, the government did not keep its promise.
“A few weeks ago, I had a meeting with CS Wandayi, and he assured me that his ministry had agreed to pay for streetlight bills since it is a security matter. This current conflict is unnecessary.

“Additionally, national government institutions owe Nairobi over 100 billion shillings in unpaid dues. There is no real commitment from the national government to support county governments,” he claimed.
To resolve the disagreement, Head of Public Service Felix Koskei arranged a meeting on Wednesday morning. The meeting included Nairobi Governor Johnson Sakaja, Kenya Power CEO Joseph Siror, Wandayi, and other leaders.
After the meeting, Governor Sakaja described it as successful, saying all conflicts between the parties had been settled. He also addressed an incident where a garbage truck dumped waste near Kenya Power’s offices, clarifying that it was not intentional.
“The first thing we agreed on was to end hostilities and solve the issues peacefully. We have now ordered the restoration of water supply to Kenya Power’s premises and the removal of blocked trucks.
“It was unfortunate that a truck tipped over and spilled garbage, but that was not intentional. That is why we cleaned it up within 30 minutes,” Sakaja explained.
