Muturi’s Survival Plans: How DP’s Ties with Ruto Could Save His Job Despite Impeachment Pressure
Public Service Cabinet Secretary Justin Muturi’s ties with Kenya Kwanza may complicate efforts by some MPs to impeach him.
Muturi faces growing pressure to step down after he publicly criticized the government over the alleged abduction of his son.
A seasoned politician, Muturi has a background as a former magistrate and served as National Assembly Speaker for 10 years. His alliance with Kenya Kwanza, through the Democratic Party (DP), could also hinder attempts to remove him from office.
Though the coalition agreement doesn’t prevent parliamentary action, it remains a legal document that could be used in court to challenge any impeachment efforts.
Mount Kenya MPs who supported former Deputy President Rigathi Gachagua’s impeachment have kept a distance due to potential backlash. As Muturi hails from the same region, his removal could escalate tensions.
Unlike Gachagua, who joined Kenya Kwanza without his party, several other Cabinet officials entered with their own political parties, including Muturi, Alfred Mutua, Moses Wetang’ula, and Amason Kingi.
Political analyst Alexander Nyamboga highlighted that Muturi’s coalition agreement complicates any attempts to oust him. “The coalition agreement, especially the exit clause, must be followed closely as it anchors Muturi’s position in government,” Nyamboga said.

In the event the exit clause creates complications, Muturi may be forced to resign and recommend another DP member for a Cabinet post.
In May 2022, a ruling by the Political Parties Disputes Tribunal invalidated Muturi’s agreement with Kenya Kwanza and his position as DP party leader. However, the High Court overturned the ruling in July 2022, preserving his alliance with Kenya Kwanza ahead of the elections.
Now facing criticism after challenging the government, Muturi dared MPs to bring forward an impeachment motion. “Bring it on, at my age, I’m not the type to respond to inexperienced politicians,” he said.
The pressure on Muturi intensified when National Assembly Majority Whip Sylvanus Osoro revealed plans to impeach him if he refused to step down. Osoro also demanded an apology, accusing Muturi of disrespecting the Kenya Kwanza government by airing his grievances publicly.
Aldai MP Marianne Kitany also questioned Muturi’s suitability for office and threatened to table a motion to censure him.
Muturi, speaking at a press conference, expressed the turmoil his family experienced after his son’s abduction, claiming that despite numerous requests, the police provided no information about his son’s whereabouts.
