TSC Breaks Silence on Barring Primary Teachers from JSS
The Teachers Service Commission (TSC) has dismissed as fake a widely circulated letter claiming that P1 teachers are barred from teaching Junior Secondary School (JSS) classes.
Dated December 27, 2024, the fraudulent notice, lacking the signature of TSC CEO Nancy Macharia, falsely alleged that school heads had unlawfully deployed P1 teachers to JSS, violating government directives.
The letter, addressed to county and sub-county directors as well as curriculum support officers, stated that only TSC had the authority to approve teacher deployments to JSS.
“It has come to our attention that primary school teachers have been assigned to JSS by Heads of Institutions (HOIs) without proper authorization. Teacher deployment is exclusively under the mandate of TSC,” the fake letter read.
It further claimed that schools reopening in January would not permit primary school teachers in JSS unless officially deployed by TSC. It also threatened disciplinary action against headteachers who failed to comply.
TSC, however, clarified the letter’s inauthenticity and urged teachers and parents to rely on verified information from its official communication channels.

“Beware of fake posts on social media. Always confirm details through our official platforms,” TSC stated.
Last month, TSC CEO Nancy Macharia affirmed that qualified primary school teachers would support learning in JSS. The inaugural JSS class is set to commence in January 2025.
In October, TSC hired 20,000 JSS teachers on a one-year internship, followed by the recruitment of 19,943 tutors in December to address staffing needs ahead of the new academic year.
Additionally, 4,703 positions were advertised for Senior Teacher I, and 3,653 slots for Deputy Head Teacher II.
The commission also emphasized its ongoing P1 teacher upgrade program, tailored to equip teachers with the skills required to deliver the Competency-Based Curriculum (CBC) at the primary level.
“The upgraded Diploma in Primary Education Program focuses on enhancing teaching quality in primary schools. However, this pathway is not intended for transitioning P1 teachers to JSS roles,” TSC clarified.
This reiterates the distinction between primary-level P1 teachers and secondary-level educators qualified for JSS.
