MPs Report Exposes KNEC-Facilitated Exam Cheating in KCSE 2022
Investigations conducted by the Education Committee of the National Assembly revealed on March 22 that certain Kenya National Examination Council officials facilitated exam cheating during the 2022 Kenya Certificate of Secondary Education (KCSE).
Julius Melly, the committee’s chairman, disclosed during a hearing session in Mombasa that findings indicated that KNEC officials exchanged copies of examination papers for money.
In addition, the Committee expressed concern over the sudden change in performance of some schools that earned high grades and overall mean scores on the 2022 standardized tests.
According to the members, a review of the historical performance data from the schools under investigation revealed significant deviation, raising the question of the impact made in such a short period.
“There was cheating on the 2022 examination. And the public has made it abundantly clear that the majority of cheating originated from the council itself,” Melly stated.
Teachers who testified before the committee disclosed that some members of the examination body engaged in the sale of examination papers, which they described as a lucrative business.

In addition, the teachers demanded prohibitive measures, such as the establishment of an independent body to oversee KNEC’s responsibility to administer national examinations.
“The system is tainted with corruption. I am informed that this has occurred, and then I look the other way. If we do nothing, cartels will become more brazen, a representative told the committee.
Members of the committee announced that investigations into the 2022 KCSE administration will be concluded in two months. The Committee will then compile a report recommending actions against the perpetrators.
In the interim, the Committee will continue to travel the country for public hearing sessions. However, the MPs ruled out the possibility of annulling the results of the 2022 KCSE candidates.
In January, the Education Cabinet Secretary refuted reports alleging widespread cheating on the exam, despite public outcry over some of the results posted in some schools.
Several schools, particularly in Nyanza, sparked a nationwide debate after registering a sudden ascent to the list of top performers and surpassing some of the most prominent names of recent years.
