Silent MPs: Oscar Sudi Tops List of 19 Who Have Never Spoken in Parliament
Kapseret MP Oscar Sudi has been named the most inactive lawmaker in the National Assembly for 2024.
A report by Mzalendo Trust highlights 19 MPs who have consistently refrained from speaking during parliamentary sessions.
Mzalendo, a parliamentary watchdog in Kenya, notes that these silent MPs fail to engage on critical public issues debated in the House, such as taxation policies, housing regulations, health matters, and financial laws.
Their lack of participation in debates addressing national and constituency-specific concerns underscores a failure to fulfill their key role as representatives of the people.
Among the least vocal MPs is George Aladwa of Makadara, elected under the ODM party ticket.

Interestingly, some of these silent lawmakers are closely linked to influential political figures.
Oscar Sudi, for example, is a key ally of President William Ruto and wields significant influence in the current administration.

Similarly, George Aladwa maintains a strong association with opposition leader Raila Odinga, who has an indirect impact on parliamentary proceedings.
Mzalendo’s findings reveal that these MPs often miss debates on contentious national issues but show up to cast their votes during critical decision-making stages.
For instance, they skipped the initial discussions on the controversial Finance Bill 2024 but were present during the voting process.
When voting, these lawmakers typically align their decisions with the preferences of the National Executive.
Notably, they participated in the impeachment votes against former Deputy President Rigathi Gachagua and former Agriculture CS Mithika Linturi.
In contrast, MPs like Wilberforce Oundo Ojiambo (Funyula), Beatrice Elachi (Dagoretti North), James Nyikal (Seme), Makali Mulu (Kitui Central), and Adan Wehliye (Eldas) emerged as the most vocal members of the National Assembly.
