    Ruto Appoints Millicent Omanga’s Replacement

    Ruto Appoints Millicent Omanga’s Replacement

    President William Ruto announced a new appointment on Monday to replace Millicent Omanga at the recently established Nairobi Rivers Commission after she declined the position initially offered to her on October 25.

    In a special gazette notice dated October 28, President Ruto named Josephat Sagero as her successor and confirmed the revocation of Omanga’s earlier appointment.

    โ€œIn exercise of the powers conferred on me by the Constitution and the Laws of the Republic of Kenya, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Josephat Abaga Fan Sagero to be a member of the Nairobi Rivers Commission, for a term of three (3) years, renewable once based on performance,โ€ the notice stated.

    โ€œThe appointment of Omanga Millicent is revoked pursuant to section 51 of the Interpretation and General Provisions Act.โ€

    Sagero will join a team of ten other members on the commission, which will be led by former Starehe Member of Parliament, Bishop Margaret Wanjiru.

    The commission’s members include Mumo Musuva, Grace Senewa Mesopirr, John Kioli, Eva Muhia, Amos Chege Mugo, Carlotta Dalago, Rael Chebichii Lelei, Benjamin Langwen, and Charles Karisa Dadu.

    Following the initial appointments to the newly formed commission on Saturday, Millicent Omanga turned down her position but expressed her commitment to supporting efforts to rehabilitate Nairobiโ€™s rivers.

    โ€œIโ€™m deeply honored and grateful to H.E. William Ruto for the trust youโ€™ve shown in appointing me to serve on the Nairobi Rivers Commission. Itโ€™s truly a privilege to be considered for such a vital role in improving our beloved Nairobiโ€™s environment and public health. After careful consideration, I must respectfully decline the appointment due to personal reasons,โ€ Omanga stated on her official social media accounts.

    โ€œI remain committed to supporting efforts aimed at restoring Nairobiโ€™s rivers and am prepared to contribute in any way that aligns with my current commitments. Thank you once again for this honor and consideration.โ€

    The commission, which was formed in the same gazette notice announcing the appointments, is tasked with reviewing previous reports and recommendations regarding the rehabilitation of the Nairobi River and incorporating lessons learned into the new initiative.

    It will also analyze the underlying causes of the challenges encountered by past commissions in their efforts to create a safe, inclusive, and healthy environment for all Kenyans while unlocking the socio-economic potential of the rivers.

    “Co-ordinate the activities of various players mandated to engage in the rehabilitation, protection, restoration, beautification, and sustainable development of the riverine basin within Nairobi City County,” the notice indicated.

    The commission will also include principal secretaries from various state departments such as Environment and Climate Change, Water and Sanitation, Internal Security and National Administration, Lands and Physical Planning, Housing and Urban Development, and the National Treasury.

    Its secretariat will be located at the State Department of Housing and Urban Development.
