Tribunal Halts Malala Ouster as UDA Secretary General
The Political Parties Disputes Tribunal has issued an injunction prohibiting the Registrar of Political Parties from proceeding with the replacement of Cleophas Malala by Hassan Omar in the role of secretary general for the United Democratic Alliance (UDA).
This directive comes as the tribunal has barred Anne Nderitu, the Registrar of Political Parties, from implementing these changes within the ruling UDA party until a hearing on the matter is conducted.
This hearing is scheduled for October 16, 2024, at 2:30 PM, where both parties will present their arguments.
The tribunal’s ruling instructs that the respondent must promptly re-serve their responses to the applicant through the email address that was exchanged during the virtual proceedings.
The decision was rendered by a panel consisting of Desma Nungo, Stephen Musau, Muzna Jin, and Abdirahman Adan Abdikadir.

The controversy began when UDA decided to remove Malala from his position as secretary general on August 2, 2024, amid prolonged internal conflicts within the party.
This decision was reached following a National Executive Council (NEC) meeting that was chaired by Cecile Mbarire, the party’s national chairperson.
In a formal announcement, UDA stated, “The appointment of Cleophas Malala as the interim secretary general is hereby revoked, and these changes take effect immediately.”
In his place, Hassan Omar, who currently serves as the party’s vice chairperson, was appointed as the acting secretary general.
The NEC, through a thorough and consultative process, confirmed that, in line with its responsibilities as outlined in Article 8.2 of the party constitution, it had resolved to appoint Omar as the interim secretary general.
This decision underscores the ongoing tensions within the party as it navigates leadership changes and internal disputes.
The upcoming tribunal hearing will be critical in determining the legitimacy of the changes and the future direction of UDA’s leadership.
