    Ruto outlines Eliud Owalo’s roles as deputy chief of staff

    Ruto outlines Eliud Owalo’s roles as deputy chief of staff

    President William Ruto has designated specific responsibilities to Eliud Owalo within the newly established Deputy Chief of Staff office, focusing on Performance and Delivery Management.

    On August 23, 2024, Ruto appointed the former ICT Cabinet Secretary to this position, just over a month after he dismissed him and 20 other Cabinet Secretaries amid widespread anti-tax protests.

    In an official announcement by Head of Public Service Felix Koskei, Ruto clarified that Owalo’s ministerial role includes overseeing both the Public Service Performance Management Unit (PSPMU) and the Government Delivery Unit (GDU).

    “Owalo’s primary responsibility is to ensure performance management across all ministries, state departments, and parastatals, while also guaranteeing the successful implementation of the administration’s revitalized priority projects and programs,” Ruto stated.

    The President outlined six core responsibilities for Owalo within the PSPMU and GDU.

    In terms of performance management coordination, Owalo is tasked with unifying performance contracting and efficiency monitoring across all ministries, state departments, and agencies.

    He is also responsible for creating and sustaining an effective delivery mechanism to drive the government’s development agenda and overseeing the execution of the administration’s flagship projects under the Bottom-Up Economic Transformation Agenda.

    Koskei further explained that Owalo is charged with formalizing the administration of performance contracting.

    As part of this role, Owalo is expected to develop and implement a comprehensive framework for performance contracting and evaluation, applicable to the Executive’s senior ranks, including Cabinet Secretaries, Principal Secretaries, and CEOs of State Corporations.

    Additionally, Owalo is to monitor and assess performance by ensuring compliance with performance metrics and evaluating progress to meet established targets.

    Owalo is also required to carry out any other related functions or ad hoc tasks as assigned by the President or the Chief of Staff and Head of Public Service.

    “In light of this, we request full cooperation with the Deputy Chief of Staff in executing his mandate,” Koskei stated in a memo to the Attorney General, Cabinet Secretaries, Principal Secretaries, and all CEOs of state corporations and statutory bodies.

    He added that Owalo’s office will work closely with ministries, state departments, and agencies on all matters related to performance management and the delivery of priority government projects and programs.
