Breakdown of Civil Servants Salary Increase by Government

The government has implemented salary hikes to prevent a planned civil servants’ strike, offering a minimum increase of Sh1,300 for the lowest job group and up to Sh5,000 for the highest.

Public Service Principal Secretary Amos Gathecha announced on Tuesday, September 3, that the salary increases would be retroactive, taking effect from July 1, 2024.

Additionally, civil servants will see a rise in house allowances as part of Phase Two of the national government’s remuneration and benefits implementation for its employees.

“The revised basic salaries and house allowances will apply to civil servants in the national government within job groups CSG17 to CSG4, effective from July 1, 2024,” stated a circular from Gathecha.

Under the new structure, the lowest-paid civil servants in job group CSG17, previously earning Sh15,580 per month, will now receive Sh16,920.

Similarly, those earning Sh16,910 in job group CSG17 will now get Sh18,250, and those earning Sh17,420 will see their salary rise to Sh18,760.

Civil servants in job group CSG16, currently earning Sh16,910 per month, will now receive Sh18,250, while those with a monthly pay of Sh19,220 will get Sh20,560.

In job group CSG15, civil servants previously earning Sh18,000 per month will now receive Sh19,340, while those earning Sh19,900 will see their pay rise to Sh21,240.

For job group CSG14, civil servants earning Sh19,220 per month will now receive Sh20,560, and those earning Sh23,130 will now take home Sh24,470.

Civil servants in job group CSG13, who currently earn Sh23,700 per month, will now earn Sh25,420, while those taking home Sh31,450 will see their pay increase to Sh33,170.

For higher job groups, civil servants in job group CSG5 earning Sh143,640 per month will now receive Sh146,360, while those earning Sh262,420 will get Sh266,750.

Similarly, civil servants in job group CSG4, the highest job group, earning Sh180,160 per month will now receive Sh182,890, and those earning Sh335,450 will see their salary rise to Sh339,780.

This development follows the Salary and Remuneration Commission (SRC) decision on Thursday, July 18, to delay a salary review for all public officers for the 2024/25 fiscal year.

The delay was prompted by budgetary constraints caused by the withdrawal of the Finance Bill 2024.

However, on Tuesday, September 3, the Ministry of Public Service reached an agreement with the workers’ union representatives to implement the salary increases.
