State to Roll Out Phase II of Teachers’ 2021-25 Deal Following Ruto’s Directive

On Wednesday, the Teachers’ Service Commission (TSC) announced it had addressed several key concerns raised by teachers in their correspondence with the commission.

In its announcement, TSC disclosed that it had finalized an agreement with the Kenya Union of Post-Primary Education Teachers (KUPPET) and the Kenya National Union of Teachers (KNUT) to move forward with the second phase of the Collective Bargain Agreement (CBA).

The Commission also committed to reviewing career progression guidelines and requested teachers’ patience as this process continues.

Additional resolutions from the commission include improved access to both public and private healthcare facilities for teachers through the Teachers Medical Scheme.

TSC also reported that the government would allocate sufficient resources for teacher retraining to support the implementation of the Competency-Based Curriculum (CBC).

The TSC’s update included information that approximately 51,232 teachers had been promoted, with plans for competitive promotions for another 51,232 teachers and an additional 20,000 to be promoted annually within the common cadre.

The commission noted that teachers’ unions acknowledged its stance and agreed to consult internally to retract the strike notice.

The TSC expressed gratitude to the unions for collaborating with the Commission to avoid disruptions in schools during the Third Term of 2024.

The TSC also extended thanks to the Government for providing ample resources for the CBA and other teacher programs, despite challenging economic conditions.

This announcement came shortly after KNUT and KUPPET rejected the government’s offers and pledged to continue their strike.

These developments follow President William Ruto’s recent directive for the Ministry of Treasury, TSC, KUPPET, and KNUT to engage in dialogue to resolve the deadlock.

President William Ruto emphasized the need for the Treasury, TSC, and the teaching sector to collaborate and fulfill the government’s commitments.
