Gachagua’s Office Faulted for Duplication of Roles in Anti-Drug Campaign and Coffee Sector Reforms, Facing Ksh203 Million Scrutiny
Deputy President Rigathi Gachagua’s office is under scrutiny for spending Ksh203 million on initiatives related to his campaign against drug abuse and coffee sector reforms.
According to a report from the Budget and Appropriations Committee on the first Supplementary Budget Estimates for the Financial Year 2024/2025, there were concerns about overlap between the Deputy President’s office and other government agencies.
The committee raised concerns, noting that the Deputy President’s office appeared to be undertaking responsibilities typically handled by other government bodies like the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) and the Ministry of Agriculture.
The report highlighted that the Office of the Deputy President was carrying out functions related to both the Ministry of Agriculture and NACADA.
In the context of the campaign against alcohol and drug abuse led by the Deputy President’s office, there were allegations of role duplication amounting to Ksh20 million.
Similarly, the office faced accusations of role duplication involving Ksh183 million related to reforms in the coffee sector.

The statement noted that these duplicated activities included Ksh20 million for Alcohol, Drugs, and Substance Abuse, and Ksh183 million for the Coffee Sector Reforms Implementation Committee.
The committee specifically noted that such activities should be funded by their respective Ministries, Departments, and Agencies (MDAs).
It remains uncertain what actions the government will take in response to the committee’s observations.
Recently, the Deputy President has been embroiled in controversy concerning his efforts against illicit brewing.
In a recent conflict, he clashed with Mathira MP Eric Wamumbi, a former ally, accusing him of undermining the campaign against drug abuse and illegal liquor.
Wamumbi quickly responded on social media, refuting the accusations and calling on the Deputy President to clarify the true reasons for their disagreement.
