    Finance Bill 2024: What’s Next as It Moves to Committee?

    Finance Bill 2024: What’s Next as It Moves to Committee?

    The Finance Bill 2024 is set to move to the Committee Stage following a vote held on Thursday, April 20.

    In this vote, 204 MPs supported advancing the bill to the Committee Stage after the Second Reading session where legislators shared their views on the Bill.

    However, 115 MPs voted against moving to the Committee Stage. If they had secured a majority, it would have halted the Finance Bill 2024 in parliament.

    With the Bill progressing to the committee stage, Kenyans.co.ke outlines the key activities scheduled for Tuesday, June 25.

    The Committee Stage

    During the committee stage, the regular House sitting will transform into a committee-like session.

    Unlike typical sessions chaired by Speaker Moses Wetangula, Tuesday’s session will be led by Deputy Speaker Glady’s Shollei or a member of the Speaker’s Panel.

    At this stage, MPs will review the entire Bill, clause by clause, and vote on the amendments recommended by the Finance Committee.

    MPs can also propose their amendments during this stage. Lawmakers were already required to submit their amendments to the clerk by Thursday, June 20, in the afternoon.

    Each proposed amendment will be voted on. For example, an MP might suggest removing the Eco Levy from the Bill.

    “If an amendment passes, it becomes part of the Bill. After reviewing the Bill at the Committee of the Whole House stage, the Sponsor of the Bill will move a motion for the Chairperson to report the Bill’s consideration to the House.

    “If the Committee cannot complete its review of the Bill, the Sponsor will move a Motion to report the progress made on the Bill to the House,” Parliament detailed.
