Migori MCA Thomas Akungo Who Tabled Motion to Impeach Likowa Elected Acting Speaker
The Migori Members of the County Assembly (MCAs) have chosen a colleague who proposed the impeachment of Speaker Owino Likowa to serve as the interim speaker.
Thomas Akungo, the MCA for Kaler currently in his second term, was chosen on Tuesday to act as the Migori speaker and head the county assembly service board.
Lawrence Magubo, the ODM majority whip and MCA for Muhuru Bay, stated that Akungo was selected after Likowa’s impeachment last week.
“We had Bukira Central MCA Mathews Chacha, who was the deputy speaker take over last week, but he informed us he won’t take over as speaker because of active court cases,” Magubo said.
Chacha is a member of the board that is facing legal charges due to accusations of corruption and misuse of power.
Ken Ouma, the majority leader and South Sakwa MCA, was ousted from the assembly board and succeeded by nominated MCA Elizabeth Ochaye.
“We took these measures to ensure the assembly continues to function,” Magubo said.

Akungo said just because he tabled the motion to kick out Likowa did not mean he wished to take over the same seat and his colleagues picking him “was just mere coincidence”.
“Last week, all members, except one, unanimously chose to impeach the speaker. Until yesterday, we had Chacha acting as speaker but he chose to step down,” he said.
Akungo expressed gratitude to the MCAs for trusting him and promised collaboration to guide the House efficiently.
Last Tuesday, Likowa was removed from office due to accusations of mismanaging House affairs, with 59 out of 60 MCAs present supporting the decision.
Likowa’s impeachment occurred as he faced legal challenges questioning his election as the speaker of the Migori county assembly.
In February 2023, activist Isaac Aluochier, who ran for Migori county assembly speaker but lost, contested Likowa’s election in court.
High Court judge Roseline Wendoh declared Likowa’s election invalid.
The court mandated a new election within 21 days, but Likowa’s lawyer requested a delay to file an appeal.
