EACC Flags Former Kisii Deputy Governor Joash Maangi’s Ambassadorial Role Amid Corruption Allegations
The Ethics and Anti-Corruption Commission (EACC) has forwarded a suggestion to Members of Parliament, expressing reservations regarding the appropriateness of Joash Maangi, the former Deputy Governor of Kisii.
In March 2024, President Ruto implemented new adjustments within the Foreign Affairs department, which included appointing Maangi as Kenya’s ambassador to Uganda.
Maangi was summoned to appear before the National Assembly’s Defence, Intelligence, and Foreign Relations Committee for evaluation regarding his suitability for the role.
However, during the screening process, the Members of Parliament acknowledged that they had received documentation from the Ethics and Anti-Corruption Commission (EACC) regarding accusations of corruption against him.
According to the document, the Commission alleged that the National Housing Corporation (NHC) made a double payment of Ksh100 million to a company associated with Maangi for the construction of houses in Lang’ata, Nairobi.

The EACC is requesting the initiation of a case against the ex-DG to verify the legitimacy of the allegations.
The Members of Parliament will examine the document provided by the EACC before issuing suggestions concerning Maangi’s appointment.
During the vetting process, Maangi was asked about his approach to handling tension arising from the detention of Kenyans in Migingo.
“This is a matter we will leave the joint commission to deal with but we do have a joint committee on security and this has been meeting regularly it’s an issue as an ambassador, so I’ll fast-track by using accepted channels to reach an agreement,” Maangi stated.
The committee is scheduled to assess the ambassadors, High Commissioners, and Permanent Representatives, providing recommendations before their formal inauguration.
Before his ambassadorial appointment, Maangi served as the Chief Administrative Secretary (CAS) at the Ministry of Foreign Affairs. However, the legality of such positions was questioned by the High Court, leading to them being deemed unconstitutional.
