“Kenya is a Third World Country. They Can’t Even Keep Nairobi Safe”- Former US Special Envoy for Haiti

The ex-US special envoy to Haiti, Daniel Foote, has warned against sending Kenyan troops to combat gangs in Haiti, expressing strong belief that the mission is destined for failure.

In a conversation with Al Jazeera, the diplomat highlighted the necessity for improved intervention in the present circumstances in Haiti. The diplomat characterized Kenya as a developing country lacking the capability to effectively fulfill the mission.

โ€œYou canโ€™t ask Kenya to lead the operation, they canโ€™t keep Nairobi safe,โ€ Foote stated.

Referring to Bangladesh, Barbados, and Chad, Foote also emphasized that it presented a lucrative financial approach for nations, advocating for stronger countries to take the lead in the endeavor.

โ€œAny intervention needs to be led by a country that can lead police and security capacity, not an unproven third-world country,โ€ he stated.

Foote, the designated special envoy to Haiti following the assassination of the president, elucidated on the precarious security situation in the Caribbean nation. He pointed out that the recently resigned Prime Minister was at risk within his own homeland.

โ€œAt this point, the United States international community has rushed to Haiti several times, and each time they have failed to stabilize the country,โ€ he stated.

On March 11, Haiti Prime Minister Ariel Henry resigned following a crisis meeting between the 15-member Caribbean Community regional bloc.

“We acknowledge his resignation upon the establishment of a transitional Presidential Council and naming of an interim prime minister,” the president of Guyana and chairman of CARICOM Mohammed Irfaan Ali stated.

โ€œI think we can all agree that Haiti is on the brink of disaster. We must take quick and decisive action here in this room to bring the situation under control and to return the country to the Haitian people,” Irfaan added.

Following Henry’s resignation, US Secretary of State Antony Blinken announced an extra Ksh14 billion contribution towards the cause, further noting that a presidential college would be formed to ensure there was no political vacuum.ย

โ€œThe college will take concrete steps to meet the needs of Haitian people and enable the pending deployment of the multinational force to be led by Kenya,โ€ Blinken stated.ย
