    I Am In Charge- Aisha Jumwa Tells Moses Kuria Over Plan To Pay Music Royalties Via ECitizen

    There appears to be a lack of clarity regarding responsibilities between Moses Kuria, the Cabinet Secretary for Public Service, Performance, and Delivery Management, and Aisha Jumwa, who serves as the counterpart for Gender, Culture, Arts, and Heritage.

    This comes in response to Kuria’s announcement on Sunday that the government is in the process of developing a strategy to facilitate the payment of all music copyrights and royalties via the eCitizen platform.

    Kuria suggested that there are ongoing efforts to modify the Copyright Act to establish a Collective Management Organisation (CMO) under government administration.

    Jumwa remarked on X, several hours after the statement was published, asserting that it is the responsibility of her ministry to make announcements about the service, not Kuria’s.

    Jumwa acknowledged Kuria’s enthusiasm for expressing his viewpoint and mentioned that discussions are currently underway to “optimize the industry.” She added that an official announcement will be made when the time is right.

    “I like the zeal of my Colleague and Friend @HonMoses_Kuria and in the spirit of one gov’t approach, this opinion is valid. However, my ministry through the state Department of Culture, Arts & Heritage is in charge and is working,” Jumwa wrote. 

    “Once discussions are concluded, the ministry will pronounce itself on the next course of action. Asante.”

    This occurs in the context of a directive from Treasury CS Njuguna Ndung’u, stating that all government services will be integrated into the eCitizen platform, and starting from December 14, 2023, access fees will apply to each service.

    The Nairobi High Court has temporarily suspended a directive from Education Principal Secretary Belio Kipsang, instructing parents to make school fee payments through the platform.

    Nakuru doctor Magare Gikenyi submitted a petition to the court, contesting the initiative, which he deemed unlawful. He argued that it contravened the principles of good governance.
