    EACC Recovers Ksh.47 Million Stolen From Homa Bay County Assembly

    EACC Recovers Ksh.47 Million Stolen From Homa Bay County Assembly

    The Ethics and Anti-Corruption Commission has retrieved Ksh.47 million that was embezzled from the Homa Bay County Assembly during the period spanning from 2015 to 2017.

    The corruption watchdog alleges that the amount was embezzled via a deceitful plan orchestrated by the ex-clerk of the assembly, Bob Kephat Otieno, along with his spouse and a manager from a nearby bank.

    In her ruling, High Court Judge Esther Maina expressed contentment with the evidence provided by EACC, directing the five individuals facing charges to collectively settle the specified sum along with accrued interest.

    In the plot aimed at deceiving the Homa Bay County Assembly, Bob Kephas Otieno, the former County Assembly Clerk, along with his wife Everlyne Owino Ogutu and David Obonyo, the Homa Bay Equity Bank Manager, have been identified as the key figures. They were involved in receiving funds without providing any services to the county assembly.

    It’s reported that Otieno obtained Ksh.24 million, his spouse received Ksh.1.7 million, Caroline Chepkemoi Sang, the former principal finance officer at the county assembly, was given Ksh.3.95 million, and there’s suspicion that Maurice Odiwor Amek, the former County Senior Accounts Controller, received Ksh.5 million.

    Dalima Enterprises, managed by Equity Bank’s David Obonyo as the exclusive signer, had Lilian Achieng as a co-director, and she personally received Ksh.12 million.

    In the ruling delivered by Justice Maina last Thursday, the evidence presented by EACC was deemed convincing, leading to an order for the defendants to reimburse the amount of Ksh.47 million along with an interest rate of 12% from 2015 as per the court’s directive.

    Mainaโ€™s decision on the payback is yet to be challenged by a higher court.
