Former CS Adan Mohamed Appointed as Head of Strategy Execution in Ruto’s Office
President William Ruto on Thursday appointed former Industrialisation Cabinet Secretary Adan Mohamed as the Chief of Strategy Execution in his government, a lofty position that puts him at the helm of shaping the administration’s development blueprint in the buildup to the 2027 election.
In Executive Order No. 1 of 2023, President Ruto announced that Mohamed, who has been serving on the Council of Economic Advisors under David Ndii will now be stationed at the Executive Office of the President.
Notably, when President William Ruto embarked on an official trip to the United States to foster trade ties with the foreign power earlier this year, Mohamed was introduced as Kenya’s Trade Cabinet Secretary, a position held by CS Moses Kuria at the time, who has since been appointed Public Service Cabinet Secretary.
Mohamed’s role as an economic advisor also manifested itself in the US-Kenya trade talks.
Mohamed was appointed to the President’s Council of Economic Advisors in November 2022.
In Uhuru’s government, Mohamed served as Industrialisation and EAC Cabinet Secretary.

He also vied for the Mandera Gubernatorial seat in the 2022 polls but lost to Adan Khalif. At the time, he vied on a Jubilee Party ticket.
In other changes effected in the Executive Order, the Office of the Government Spokesperson was moved to the Executive Office of the President.
Previously, the Spokesperson office, currently headed by Isaac Mwaura, was under the Ministry of ICT.
It was explained that the changes were aimed at ensuring better service delivery.
“Committed to enhancing efficiency, transparency and accountability at all levels of Government through a governance structure and leadership that ensures rapid delivery of public services to Kenyans in every part of the Republic, I hereby order and direct that the Government of Kenya shall be organized as set out in this Executive Order,” read the Executive order in part.
“This Order supersedes Executive Order No. 1 of 2023 issued on January 6, 2023.”
