    Attorney General Muturi Explains Why His Office Has Struggled To Deliver

    Attorney General Justin Muturi highlighted the significant challenge of understaffing in his office on Monday, emphasizing that this issue has impeded the efficient delivery of services across the nation.

    At a forum attended by legal professionals, Attorney General Muturi stated that the State Law Office suffers from a severe lack of lawyers able to handle the office’s anticipated workload.

    Muturi revealed that the establishment of offices in the 47 devolved units has stalled despite receiving cabinet sanction six months ago.

    ”Three months ago, I got a cabinet approval to establish in each county the Office of the Attorney General because it is about devolution,” said AG Muturi.

    Muturi asserted that he is a staunch believer in the Constitution and that his office needs to be facilitated so that it can effectively carry out its mandate.

    ”Chapter six of the constitution states that every state organ should be devolved to the lowest unit,” said Muturi.

    He added that the lack of attorneys in branches across the nation has led to the delivery of subpar services.

    On June 27, a Cabinet meeting convened by President William Ruto in Nairobi’s State House approved the establishment of State Law Offices in all 47 counties.

    ”Cabinet approved the Memorandum and directed the Attorney General; and the Cabinet Secretary for Interior and National Administration to fast track and facilitate the decentralization process by establishing the State Law Offices in all Forty-Seven (47) Counties, hosted in County Commissionersโ€™ offices,” the Cabinet dispatch read.

    The decision to devolve services from the State Law Office was motivated by the need to bring services closer to the people and improve service delivery.

    According to information displayed on the website of the Attorney General, there are thirteen regional offices.

    Mombasa, Kisumu, Nakuru, Eldoret, Kakamega, Malindi, Kisii, Embu, Machakos, Meru, Nyeri, Garissa, and Kericho are their locations.

    On October 22, Attorney General Justin Muturi was appointed, having previously served as Speaker of the National Assembly.

    In 2018, he succeeded Paul Kihara Kariuki, who had previously served under former President Uhuru Kenyatta.
