Portland Land Scandal: Mavoko MP and 6 Ex-Police Chiefs Summoned by DCI

The Directorate of Criminal Investigations (DCI) has summoned thirty individuals, including Mavoko MP Patrick Makau and six former police chiefs, to cast light on the illegal acquisition of disputed Portland Cement land.

In a statement, the agency instructed the thirty individuals to report to the DCI headquarters on Wednesday, October 18 at 8:00 a.m.

Two former Deputy County Commissioners and three Ministry of Lands-affiliated Land Registrars are among the prominent figures scheduled to testify before DCI.

As part of its investigation, the agency has also summoned Aimi Ma Lukenya Society officials for questioning.

DCI explained in its statement that the investigations will help determine how the cement manufacturer’s land ended up in the hands of influential individuals.

โ€œThere is credible information indicating that some of the individuals being evicted from the land in question are innocent buyers who fell victim to fraudsters,โ€ DCI’s statement read in part.

On the other hand, Kenyans who were allegedly duped into purchasing the land were also asked to provide the investigating agency with critical evidence.

“We kindly request the affected members of the public to report to the Athi River Police Station immediately, carrying along any documentation or evidence in their possession that would aid in apprehending the land fraudsters, especially evidence of payments made to individuals who sold them land,” DCI said in its statement.

“We will work round the clock, recording statements from all aggrieved Kenyans who may have been swindled out of their money. Rest assured that this exercise will culminate in action against these swindlers as the DCI aims to send a strong signal that these actions mark the end of land fraudsters’ heyday in Kenya,” DCI assured.

After President William Ruto issued an order directing the revocation of undeveloped Athi River land, evictions began on the Portland cement land on Friday, October 14.

On Tuesday, October 17, Portland Cement issued a statement defending the eviction procedure.

“This landmark decision marks the culmination of a nine-year legal battle initiated in 2014 when the Aimi Ma Lukenya Society fraudulently claimed ownership of the land. The society’s case crumbled due to their inability to produce the original title, contract documents, or any evidence of payment to support their alleged transfer. The title deed they presented was also found to be fake,” the statement read in part.
