    Insider Insights: Ruto Ally Unveils Cabinet Reshuffle Secrets

    Sunday, National Assembly Majority Whip Silvanus Osoro revealed that President William Ruto’s recent cabinet reshuffle was influenced by the capacity of the CSs to manage the workload and deliver on the portfolio.

    Saturday in Thika, the Member of Parliament for South Mugirango remarked that while some Cabinet Secretaries had been reassigned to other ministries, this was not a reflection of their competence but rather a reflection of the capacity of each Cabinet Secretary.

    To drive his point home, Osoro used a football analogy wherein he explained that coaches often have to alter player’s positions on the pitch to get the best out of them and mint out a result.

    “It is like half-time sometimes you can place a player at a number six position on the pitch and later change them because they are unable to perform.

    “There are those who are added workload and there are those whose workloads are reduced. If you remember, during the signing of the performance contracts the President stated some CSs and PSs did not know what was happening in their ministries It was not about incompetence but capacity,” the South Mugirango MP stated.

    Osoro also refuted rumors of a split within the ruling party, asserting that the Head of State is free to make administrative adjustments as he sees appropriate.

    The Majority Whip was referring to rumors that the Mt. Kenya faction of the Kenya Kwanza Coalition was dissatisfied with the modifications.

    Osoro added that the President will make additional adjustments by the end of the year, given his commitment to service delivery.

    “Before December there will be new reshuffles because competence and incompetence are now evident,” he stated.

    On October 4, Ruto reshuffled his cabinet, transferring notable names to other ministries. Moses Kuria, for instance, was transferred from the Trade docket to the Public Service docket.

    Alfred Mutua, the former governor of Machakos, was transferred from the Ministry of Foreign Affairs to the Ministry of Tourism. Prime CS Musalia Mudavadi was given Mutua’s foreign affairs responsibilities.

    Rebecca Miano is replacing Moses Kuria on the Trade docket, while Peninah Malonza, who was previously in charge of Tourism and Wildlife, has taken over the East African Community Ministry from Rebecca Miano, who was previously in charge of Trade.

    Alice Wahome was transferred from the Water and Sanitation docket to the Lands docket, while Zachariah Njeru, formerly of the Lands docket, assumed responsibility for Maji House.
