    DCI Arrests Lavington Resident Over NTSA Fraud

    DCI Arrests Lavington Resident Over NTSA Fraud

    Eleven suspects have been apprehended by the Directorate of Criminal Investigations (DCI) on suspicion of high-level motor vehicle registration fraud.

    Following an audit of National Transport and Safety Authority (NTSA) systems, the directorate disclosed in a statement that the perpetrators were apprehended.

    The audit revealed that the perpetrators’ back office accounts were used to fraudulently register motor vehicles.

    In response, the DCI initiated a manhunt for the perpetrators and apprehended the chief suspect at his Lavington residence, where he was running the illegal operation.

    According to investigators, the suspect infiltrated into the Integrated Management System (TIMS), enabling him to register vehicles via backdoor accounts.

    โ€œIn March and April alone, 47 vehicles had their chassis changed while 54 were fraudulently added into the system, laying bare the extent of the fraud perpetuated by the criminals,โ€ DCI stated, disclosing the extent of the operation.

    โ€œThe suspect who is not an employee of NTSA had major back office roles and was in control of several other fictitious user accounts in the NTSA system.โ€

    Several months after his resignation in July 2022, detectives are investigating how a deactivated account belonging to a former ICT officer at the NTSA was reactivated and used for back-office transactions.

    Additionally, the detectives detained three NTSA employees and one KRA employee.

    Additionally, the sleuths seized 6 others suspected of being involved in the syndicate.

    The directorate asserts that several NTSA and KRA officials are involved in the fraud scheme.

    The suspects are charged with multiple counts, including obtaining registration under pretenses, unauthorized access in violation of section 14(1) of the Computer Misuse and Cyber Crime Act, unauthorized access with the intent to commit additional offenses, and unauthorized interference, all under the same act.
