Revealed: How your MCA earned in sitting allowances
Members of the County Assemblies of Busia and Mombasa received the highest payout in the form of allowances.
According to a report by the Controller of Budget, Margaret Nyakang’o, MCAs from the two counties received a monthly average of over Sh100,000 in allowances.
“The County Assemblies that had the highest average monthly sitting allowance per MCA were Busia at Sh101,533 and Mombasa at Sh100,651,” the report reads.
This means that in the last financial year, Busia MCAs took home at least Sh1,218,396 in allowances while their Mombasa counterparts took home Sh1,207,812.
However, their counterparts in Turkana who average the least in amounts received as sitting allowances at Sh11,277 took home a total of Sh135,324, in the same financial year.
The amount is over 10 times what Busia and Mombasa MCAs received as sitting allowances.
Migori, Homa Bay, and Nyeri counties averaged Sh97,222, Sh93,923, and Sh79,453 respectively, to close the top-earning counties in allowances.
Samburu MCAs received Sh78,173, Kakamega (Sh71,777), Meru (Sh68,491), Machakos (Sh66,479), and Makueni (Sh66,478) to close the top 10 highest allowances, earning MCAs per county.
The financial year 2022/23 Annual County Budget Implementation Review Report (CBIRR), however, noted that the total amount spent on allowances by the 47 county assemblies was over 20 percent less than the budgeted amount.

“During the reporting period, the County Assemblies spent Kshs.1.34 billion on MCA sitting allowances against an approved budget allocation of Sh1.68 billion. This expenditure translates to 79.9 percent of the approved MCAs’ sitting allowance budget, a decline from Sh2.01 billion spent in FY 2021/22,” Nyakang’o said.
Ten counties where MCAs earned the least in allowances were; Trans Nzoia (Sh31,844), West Pokot (Sh28,253), Wajir (26,254), Mandera (25,339), Nakuru (25,011), and Tana River (22,222).
Laikipia received Sh21,815, Kitui (Sh20,656), Nyamira (Sh18,075), Kajiado (Sh12,381) and Turkana (11,277).
The Annual County Budget Implementation Review Report presents the budget performance of the 47 County Governments by analyzing receipts into the County Revenue Fund, exchequer issues, actual expenditure, and absorption of funds against the approved budget.
It also outlines key issues that impeded budget implementation during the period and requisite recommendations to address the issues.
